Possibly. If the straps will adjust appropriately
The first buggy we ordered the straps seemed to adjust fairly well for several ages. (15months -3years) The second buggy we ordered the straps seem to fit smaller and the 3 year olds and some of the 2's can not fit it them with the strap going over the chest.

So excited to see this arrive! Heavy duty stroller with brakes. vinyl seat covers had slight padding for more comfort. Purchased this instead of a less expensive stroller due to the fact that this one is much less likely to tear up and if things are spilled or accidents happen, this one can be wiped or hosed off, making it much easier to clean/disinfect. Wheels are heavy duty. Don't have to worry about them going flat. Front wheels rotate to make turning easy. Fits through our doorway. Great to take our little ones at the preschool out to enjoy the nice weather. Planning on purchasing another one.

Bought this for our daycare facility. New foot brake is much easier to use than the old hand brake model. Seat belts are still cheap, pain to replace. Easy to clean. Easy to steer and roll without much strength. Very stable with fat tires.
